Is this actually happening or is the feasibility study still on-going?

Will operate similar to the Channel tunnel between the UK and France?

I heard that 30 years ago and nothing was done. they claim that Africa and Europe move away from each others by ≤1cm a year. but that is not really the problem because the channel tunnel leaks about 40 litter a year , the real problem is money. who is going to pay for it?. With the new fast trains linking Casa to Tangier it would be a great benefit if this project takes place because we could see ourselves in Madrid within 4-5 hours by train

Oh it will happen, especially when it's of more benefit to spain now.., they will gladly have the EU pay for it..
